File verification - A common issue with broken mods.

Wasn't sure where to post this, hope this is the right place.

I have noticed an anomaly with version patching and steams file verification system while I have been jumping between Bannerlord versions while patching my own mods.
and I am guessing this is the main reason why we see so many complaints from users about broken mods while they seem to be working perfectly for the author.

1. Game patching through steam fails very often and miss many files.

2. Steam file verification lies and takes multiple attempts before it finds what's missing and re-downloads them.

usually on first verification it only reports 1-2 missing files.
second attempt I have got between 60-133 missing files.

I am guessing there is some kind of dependency and the system doesn't get that you are missing the second batch of files until you got the first ( maybe launcher related?)

Think this is important to note for everyone, both mod users and authors.
 
BetterExceptionWindow 2.0 will have XML verifier, this is for common XML errors such as typo.
But for DLL verifier, it's gonna be hard to implement.
