I was going to post this one but according to Wikiquote there's no source so I decided not too. I also find it odd he'd say something like that after saying this:

"Many forms of Government have been tried and will be tried in this world of sin and woe. No one pretends that democracy is perfect or all-wise. Indeed, it has been said that democracy is the worst form of government except all those other forms that have been tried from time to time."

Not that it's wrong, I love that quote.

Ah, I didn't realise it was unverified. I think I stole that one off Democracy 2 (the game).

But I don't think the two quotes contradict eachother, he just had a bleak outlook on all forms of government.
