If I added to itelligence the first time (got level 7 then) I got the extra skill point but if I added again (got 8 intelligence) I didn't get the skill point. On a new user I didn't get any extra skill points at all (didn't matter how much I added to intelligence).

Yeah, you should be getting skill points each time. I checked the wording of the description in game and it definatly says each time you spent a skill point on intelligence you will gain one skill point. Very strange...

I have never had problems nor have I ever heard of anyone having such a problem. Your game is corrupted. Delete and reinstall. If it recurs, post it in bug reports.

Yes, that's quite right. 
It should add one skill point to spend each time you add one point to intelligence...like Juno said.

Just do what fisheye said.  That should hopefully solve the problem.
