I have finally figured out what makes rebel clans join a set kingdom after a successful rebellion. Main disclaimer is that you need to make sure that whatever town rebels is NOT owned by the same culture as the rebelling town meaning if for example sargot was to rebel make sure it is NOT owned by vlandia at the time it rebels otherwise it is very unlikely that clan will join any other kingdom. Now there are 3 main criteria for whether a clan will join a kingdom or not. #1 When a town rebels it will be at war with whatever kingdom it rebeled from so after the 30 day mark the rebel clan becomes a minor clan and from that point any kingdom that declares war on the kingdom from which the town rebeled has a chance to recruit the clan while they are at war with said kingdom (works best if the rebel clans culture is the same as the one you are trying to get more clans for) #2 Make sure that when the other kingdom declares war on the kingdom from which the town rebeled that you go to that kingdom and make sure their leader has atleast "Average" wealth this requires them having atleast 100,000 dinars to recruit said clan (will not work if the recruiting kingdom is "poor" or "very poor" as they won't have the money to recruit said clan) #3 not really criteria as more of the easiest way to get new clans to join kingdoms. After you create a kingdom conquer a town with a culture that you want to make a new clan for example go get a battanian town if you want a new battanian clan then after conquering the town personally own the town and let it rebel from your kingdom call all your parties into an army and wait the 30 day period out after they become a clan make peace with clan and they will 100% be recruited by the kingdom in which they share the same culture. This is how I have a game where battania has over 15 clans and is one of the stronger kingdoms I'm 5000 days into that campaign and not a single kingdom has been eliminated and they all have 3 to 4 new clans helping to extend the life of the game.

No. You can be of any culture and when a town rebels against the player or the AI the rebel clan that spawns will be a battanian clan because the town originally belonged to battania

Meaning if you own a vlandian fief a vlandian clan will spawn if you own an empire fief then an empire clan will spawn etc
 
Best way to get a town to rebel(that's not owned by the player's kingdom or kingdom the player is a vassal of)? I have tried raiding their villages and it depletes their food stocks but security and loyalty seem to go down very slowly.

Best way for me personally is buy all the food that the town is selling and it will cause the town to starve and rebel

how long does it take usually in your experience for their loyalty and security to drop to rebellion levels in your experience using this method?

Probably a year or two in game but you can't pass the time by in the town cause it won't lose loyalty from your presence in the town so you have to buy up their food then walk around and wait for caravans to come and re supply the town but try to do it to town that have been recently seiged as they will have alot lower loyalty than a town with 100 base loyalty
