The speed bonus must come into effect somewhere other than raw damage, as I'm fairly certain raw damage is damage dealt before armor (encompassing all other modifiers, such as speed bonus). If that's the only place it comes into play, then the second min() function will almost exclusively return 10 regardless of your weapon.
I think that's the case, even if I'm not entirely sure about raw damage. It does look a bit "flawed", but I could say the same of many others formulas and mechanics used.
 
Chance to knockdown = weight of weapona *  (raw_damageb - 20) * 0.25%

a:  The weight of the used weapon is capped at 6, more does not increase knockdown chance.

b:  The raw damage is capped at 40 raw(?) damage, more does not increase knockdown chance.


Maximum knockdown chance = 6 * (40 - 20) * 0.25% = 30%

Appearently a raw damage of 20 or lower will never cause a knockdown.
 
Looks like I should have been more explicit when I made my post about the probability of KD maxing out at 0.3
