Because forking is dangerous and can lead to pregnancy.
The variety of European mods are in my opinion a good thing. Almost all mods borrow stuff from each other these days anyway and some add extra bits to the mix. Those with the extra bits I like most. Besides isn't there a faction limit in the game? There is a limited map size and amount of items which would make it hard to make a combination of most European mods together.

The main problem is indeed the item limit (around 1000 or less) and thus the more factions you'd have, the more they'd have to look alike. So, like butscrew, I also prefer to have different mods centered on different areas (f.e. one Western European and one Eastern European or even better - based on regions, like the British Isles, the Iberian Peninsula etc).

Have you ever heard about Europe 1200 mod? It becomes bigger and bigger (there is even a poll about which faction should be implemented next time)

You can have multiple Kingdoms per culture, and I think it would be possible to split a Kingdom into 2 cultures if you had sufficiently complex scripts, but in general you're right.
Well, there are more bandit factions than native, and I've got additional factions for the different religions of Calradia.

Yes you can but they're pretty much useless because they take ages to recruit their own men. You'd be better off joining one of the kingdoms.
