Resolved EU duel server permanently stuck with the same factions

Last hofix should've introduced voting for the duel servers but on EU duel (can't say for the others) the servers end after each round again and startup with the same factions. So for the past few days we have been playing Sturgia vs Khuzait non-stop as we can't vote for new factions.

We have fixed the issue. The factions are now randomized as it was before. Thanks for reporting!
