Resolved Escort Merchant Caravan: Caravan starts traveling to destination, turns back after a short distance, then travels to different destination

I accepted a quest given by one of the merchants at Phycaon to escort one of his caravans to another city. But it's very strange. When the caravan first appears outside Phycaon, the tooltip says that it's traveling to Lycaron. I use Alt + LMB to escort it and it heads out, but after a short distance, suddenly it turns back to Phycaon and then disappears for a short while. When it reapppears, this time the tooltip says that it's traveling to Ortysia, a city much further away from Lycaron. Is this intended behavior?

I can provide a save file if needed.
