The last time I reported this bug I was told that some files are currently “unmoddable”
However I now believe this wasn’t the issue.
What happens is the following:
I create a mod and change factions and banners (just an example) but a small amount of players report that no matter what they do it doesn’t change from the base game factions and banners.
Even if they delete all base game assets like spclans file, and replace it with my modified one, the game doesn’t change (but doing the exact same thing does change it for me and 95% of other people)
Someone recently reported that by setting the game language to english, exiting the game, verifying steam and then reinstalling my mod changes the files to what I edited them.
Testing this with others from french and Spanish versions it also worked which leads me to believe that there is an issue with data being transferred between some languages of the game, especially for mods and certain files.
If this was due to “unmoddable” files this process wouldn’t work.
So far some files that seem to fail to work between some languages are:
Spclans
Spcultures
Spkingdoms
Settlements
Skins
