ERROR CODE - GAME WONT START

I receive this code. game will not start off steam. also tried to dl from site and still same error code

C:\WINDOWS\SYSTEM32\d3dx9_42.dll is either not designed to run on windows or it contains an error. try installing again using the original installation media or contact your system admin or software vendor. Error status 0xc000012f.

Anyone know how to fix this?

This indicates a problem with whatever version of MS DirectX you have installed.  Try a simple restart of your computer.  This sometimes cures the problem.  If not, install a new version of Microsoft's DX 9 or DX 11.

i tried to install the new version and it doses not fix it.
