Need More Info "Error Cannot create config data."

When changing any setting I get this error and all setting go back to factory after closing.

Deleted config file, changed between read-only and not, reinstalled, verified game files. None have worked so far.

Did you format your PC or changed your OS to a different location from when you first installed your game?

Nope, neither.
It was a fresh install about 2 1/2 months ago, about 5 weeks before I actually played the game for the first time after installing.
