Need More Info Error 403 when sending a crash dump..

So after 4 hours of constant crashing Ive been trying to send like 20th crash dump. Except this time I cant even authorize with the receiving server..

I mean, in my situation it was while being in game and trying to change graphical options by default, just clicking to chose presets. Then, game freezed.
