Aldric have been very clear on this. It is not written in the rules, but several in-game announcments state that carrying 1 mill+ is a offense punishable by a permanent ban. 500k is a temp ban.
This is simply due to the server having had problem with Insane amounts of money suddenly getting into the system, but not showing up on the log who spawned them.

Splo at least was honest enough to actually report his huge gold find. Who knows how many others had a find like that and stayed silent?...
Now that this matter is within the server rules, everything is clear, from how to handle a gold find like this to the punishment you will receive when you don't report it.
Since Splo "only" spammed horses and didn't do worse, I don't think he should receive punishment, especially since there were no rules how to react on such a gold find back then.
It is sad to hear you had to restart server, and I sure many players there cried for their loss of gold (if no bank before restart), but if gold is so important to some people I wasn't suprised if someone would pick up such a bag and deposit as much as he can at the bank the next time.
To many players, gold is sooo important. I don't understand. I played PW for few months now and never banked until two days ago and I already can't remember how much.
I don't care about gold, you can get gold ingame all the time. I care about game experience, roleplay.
That is my opinion.

The entire mindset behind trying to solve this problem is laughable.
If you can find me ten players who will happily turn over a million + coins, you will shock me.
Instead of such amusingly moraly upright ideas as "give us the money, but you dont get any compansation" and "throw it in the water", why not have a better system?
Something like: If you find a large drop of money, inform a admin who lets you keep 100k of the drop.

Well I agree with Lilith I guess money isn't the most important thing. When we had the money (me and my friend who's name I will not tell cause I don' want you to ban him too) it was fun until we were maxed out. I mean you can become rich and kill in any mod, but you can't enjoy the funs of roleplaying everywhere. Besides, making money is so easy here.

There's a little window for dropping money bags; you enter the amount, and it's dropped/put into a chest/taken out of a chest, depending on which of the 3 buttons you hit.
Admins gets a 4th option.
"Give money to self."
Enter anything you want into that field, up to like 1billion, and click that button- bam, it's your's.

The reason the rule exists, is because if a player picks up, say, 25 million from an admin. When he dies, he drops 2,5 million for the killer to pick up. And then when the killer dies, he drops 250k. these money then spread until foresting, mining and engineering are completely forfeit, because everybody have insane amounts of money. The stocks and armories then run dry, and nobody will make new weapons and Everybody will run around in Plate armor.
The entire economy of the game goes into unrepairable unbalance, and the server have to be reset.
For example, on EU today, i was told that every single player coming to the bank had 400k+ gold. It is impossible for the game to return to normal without a reset if that happens.
No, he got banned for not telling the admin, in the private admin chat, that he had found the money. He also got banned for using that money to spam horses on the server and in other ways to get an advantage, completely ignoring the obvious fact that the money were completely illegitimate, and should have been destroyed.

He maintains that he did tell the admins, and that nobody listened. It's easy to overlook complaints, especially when a server has lots of people on it.
if everyone has plate armor and full equips and noone is making weapons.. why do you need weapons? everyone is fully equiped? (i thought there were a bunch of forced rp rules now, balancing and that shouldnt matter if its RP)
if it actually breaks the game then sure, but if its a balance issue - thats still totally uncool for ban him for it.
