Enterprises in all towns editor?

Hello. I play this game a lot and I have a particular method of playing which involves establishing enterprises in all towns before doing any actual gameplay. This method does involve a lot of grind, and even using cheats to streamline the process still takes several hours of preparation. I’m wondering, with file editors or any other method, is it possible to work some code and make it so that you can start off a fresh campaign with enterprises of your choosing already established in all towns? It would make the process much simpler. Thank you for your time.
