Enemy recruitment

This is an idea I want to toss around. I'm not even dead sure I'd want to see it myself, even though it wouldn't effect me much. As far as the recruitment of troops goes, it makes sense that you could hire on men from your own cities. Clearly, Vaegir will fight with Vaegir. And sure, why wouldn't enterprising citizens of neutral Zendar hire out their services to either side? But it does not make sense to me that, as a Vaegir, I can walk into Sargoth, the enemy capital, and hire soldiers right out of the Thirsty Lion to fight their own countrymen. My suggestion is either that some decent explanation be made as to why one can do this, or more probably eliminate the option altogether. It's been said that it doesn't matter which side you join, and in this way, it's true. You can simply hire the other side's troops if you want them. This would introduce a few real choices.

Yeah, I found it odd when my Vaegirian and Swadian troops would just back each other up like no feud existed at all.

You shouldn't be able to hire both. And after I slay a group of enemies, why can I only hire their prisoners? Why can't I keep them as such?
