Need More Info Enemy Lord Stuck Inside of Settlement -- Cannot access them and they cannot leave either.

I've tried to enable cheats to teleport to them and other ways to kill the lord with 1 unit inside of the town but cannot seem to get to them.. This causes all my vassals to try and kill them which leads towards them all being stuck around there as well.
