Need More Info Enemies stuck on a roof in quest: Rival gang moving in at Husn Fulq

This is the quest given by Farim Mutton-Pie. When you go to attack the rival gang at night they spawn on top of a building and are stuck. Some drop down when trying to move but they don't attack you unless attacked. The party also does not attack them and neither take orders from player. Had to fail the quest as 3 or 4 are permanently stuck on the roof of that building.
