Enemies move faster than possible (oops, false alarm again)

In the arena, enemies appear to move faster than their Athletics skill (checked up in the files) allows them to. I have an Athletics of 4, but I move vastly slower than everyone else in the arena—despite the fact that only Xerina has a higher Athletics level. They can backpedal faster than I can move forward!

(Actually, is backpedaling supposed to be slower than going forward? It doesn't seem to be, at least not significantly.)

actually, kradus has 7 athletics, and dranton has 6, and i think champions have 5

I nkow, because i have them in my party, and i havent even got them up a level

Oh, wait, I think I remember hearing something about characters getting automatic boosts at game start based on level, or something. Right, that makes sense. I'm still not sure, but that seems a likely explanation.
