Resolved Empire Culture Bonus Text - does not match new faction bonus

Summary: The empire culture faction discription says that they are still experts is siege warfare and that bonus was removed when all the culture abilities were revised.

How to Reproduce: Start a sanbox campaign and look at the discription or the image I provided
