Resolved Eliminate southern empire quest bug

So I made my own kingdom and went against the empire and when I got the quests to eliminate all the empires, I completed all of the quests and the clans from the destroyed kingdoms joined other kingdoms(noone joined with me). The Istinianas plan wasn't complete yet and I countinued with my playthroug. When the plans strenght reached 2000, all of a sudden the Southern empire came back (while Rhagea was still a vassal for the Vladians and the leader of the Souther empire at the same time) and gained an absurd amount of strenght, thus reverting the war progress against the southern empire (for the quest that Arzagos gives you to destroy the empires). The southern empire now sits at around 42k strength while having no fiefs, but they still have some clans.They randomly declare war on me, but my kingdom never gets attacked. Then they declare peace and I have to for some reason pay loads of denars (around 150k). My specs are below. If you need more information message me.

Recap: I completed the quests to destroythe empire, then Istinianas plan is completed and southern empire comes back stroger and more broken than ever.

EDIT: I updated to 1.3.0 but the issue is still there.

EDIT 2: I have found the clans that are in the southern empire, but they are stuck on a hill and noone can reach them (added a picture).
