When a city or a castle is taken instead of choosing three random leaders I suggest to give an option to all the leaders whose want the settlement to ask for it then the election starts. leaders can consider the location of his other settlements if it's near to the captured settlement he may want it. Also leader's culture, for example if an Imperial clan joined Aserai and they capture a settlement the Imperial clan can ask for it.
