I myself have never even met one. They're mostly around the south-western coast-line, and I live in the north-eastern part. It is and should be taught in schools, but it shouldn't be obligatory if you feel you don't want or need the language. It's just a waste of resources to have it the way it is now.

I can't see why 5 million people should all be able to serve the "needs" of less than 300 000 individuals, who mostly live in one specific region of the country.

Naah, Being able to speak swedish is good for ya, makes learning German and English and so on easier, cause they are somewhat related, whilst Finnish is... Some sorta wierd Fenno Ugric language or some****.
