Editing The Effects Of The Character Background Questions & Level Ups

I would like to accomplish two things:

1.) I want to change the bonus' given by the background questions during character creation.

2.) I'd like to change the amount of attribute/skill/weapon points given when the character gains a level.

What tools would I need to accomplish these goals?

It's hardcoded - means you can't/mustn't change it.

instead of changing it couldn't you write a script that gives you additional points everytime you/companion level?
