Edit the garrison of a city/castle and it's replenishment rate ! ?

I'm playing M&B Warband : Prophesy of Pendor v3.42 ... and I wish to increase the maximum garrison of cities/castle and how fast they return to their maximum garrison.
So far the cities in the mod has somewhere between 500-600 troops and castles have 200-300 garrisoned troops.
I wish to increase this limit and make it higher.
Also ... is it possible to make them being able to replenish all their troops after a city/castle has been attacked/conquered in about 1 week(7days), after a 1 day of waiting ?!
I've tried using : TweakMB, Morgh's Editor and Python but I couldn't find where and what to change what I seek.

With Morgh's Editor I was able to increase the garrison but it also affects the replenishment rate, and I found it way too high.(see the picture below on what I changed in the editor...)

To change the rate you need to edit the time on in the simple_triggers.py or the text file itself.

that file contains only numbers (id... references..etc... I dunno what to change there..)

Is there a way to convert a .txt fine into a .py file ?!  Because I don't have the mod's module system files
