In Progress [e1.9.0. BETA] Faction ruler is a governor

Summary: Raganvad is a governor of a castle. No clue when or how this happened. I might have a save before this happened, but I can't be too sure.
How to Reproduce: I guess you could give a clan fiefs until they use the clan leader as a governor. Again, no idea how it happened

Ticket submitted with the save of the relevant game, I think you can still find Raganvad as a governor but not in that castle
