Resolved [e1.7.0 Beta] Nobles are able to leave the besieged settlement again

Summary: We had this problem some time ago and it was fixed. Yet again, with e1.7.0 on the run, the nobles are able to leave the besieged settlement - it needs to be looked at and fixed.
How to Reproduce: Make an enemy noble enter the settlement, then besiege it - they will leave it soon afterwards.
Have you used cheats and if so which: None
