Need More Info e1.5.9 Quest Symbol shows above villages but there is no quest available

Summary:
How to Reproduce: appears to be random.

This isn't the case in every instance, sometimes the flag isn't set (haven't checked to see if a quest was available without a flag, just occurred to me I should do that). So far, it I've only seen this for some villages. NOTE: When I first installed the recent update, I forgot to click for the beta, and loaded the main branch 1.5.8 which wasn't compatible (game wouldn't launch, Steam had an error code they couldn't find my files in the cloud), so I uninstalled and reinstalled the game to e.1.5.9 as a fresh install. No issues with loading my game files at that point, but commenting this may be due to incompatible module, first load. Will test that.
