Resolved [e1.5.4] Phantom nobles prevent kingdom from falling

How to Reproduce: Not sure, really. I guess just conquer kingdoms.

There are two nobles in clans that prevent Vlandia from being defeated in spite of me capturing all of their castles and executing all of their lords. The latter may be the issue, but I cannot seem to get rid of Vlandia either way. One is supposedly at Vostrum, the other at Ocs Hall, but neither can be found there anywhere.
