No mods are installed.

It's my understanding from others on the steam forums discussing the same issue that the bandit camp changes faction (desert bandits, mountain bandits, etc) each day.

I'll upload the save, but after reloading the save this morning, it's a bit different. Now the bandit camp is appearing as a mountain bandit camp near Jeracos, however the quest details still say "[Merchant] from Rhotae has told you about the hideout of some bandits..."
