How to Reproduce: start a new game, press C from campaign map and look at the skill tree
Version: e1.1.0 the latest beta branch

Summary:
Leadership passive #2 is swapped with steward passive. The current passives for these skills appear to be mismatched. Most of the perks in steward is related to being a governor and managing an estate, yet it raises your party count instead of leadership. Leadership, a skill you gain from forming and leading armies, raises your garrison amount. These are mismatched and should be swapped.

Agreed. I do not know why stewardship would allow you to field bigger armies. May e reduce their costs or make them use less food. Otherwise leadership is a better measure for a persons ability to lead troops
 
As of right now the stewardship is the only skill that the AI can train so from a balancing perspective its necessary that it be set up like this to ensure that the AI aren't always constantly running around with little 50-80 man parties and getting smunched on by the bandits everytime they end up needing to get some more recruits.

Not that I am against allowing the AI to train leadership in ANY way at all. I would MUCH rather have them train leadership, especially for the perks, than train stewardship.
 
another problem is that to train leadership in a reasonable way you need to command an army, and to command an army you need to be in a kingdom, so you can't rise your party size until you start your kingdom or join an existing one

so they also need to find a better way to train leadership or make it easier to train by having high morale (seems too slow for now)
