Resolved e.1.4.0 Deliver the herd to Myzea, target NPC not in Myzea

Summary: When arriving in Myzea the quest NPC is not there to deliver 10 midlands palfrey to Poxy Gandarina. According to the encyclopedia she is in Myzea, but she is no where to be found.

Quest/Settlement Name (if related): Deliver the herd to Myzea

Storage Device (HDD/SSD): Crucial CT500MX

I've waited several days in Myzea. Also did a gangleader quest to free gang members to see if that would spawn here, unfortunately no dice.
