Well, the P in WASP stands for Protestant, and most Quebecois are Catholic. Also traditionally in places like Montreal and Quebec City, the moneyed elite were predominantly Anglophones in the 19th century and there are still stereotypes that the English live in a happy privileged bubble, despite economic realities leaning more in the opposite direction. Buying into that myth means adopting an inferiority complex about being French or superiority complex about being English. If you want the snooty rich Connecticut squash-player with a sweater tied around his neck's opinion... the answer's no.
The only thing that would actually make a Quebecois exotic though in, say, downtown Toronto, would be if they spoke with a thick accent.
