The rules enforced are that the dragoons have to be a in stationary line in order to shoot, they can spread out when they are retreating but must reform in a similar formation to reload.
The reason why I am for shooting on horseback is because dismounting just isn't a viable option in NW nor was it in MM. Horses are damn skittish, if you get off them and leave them then you'll come back and find that half of them have run off somewhere.
If an enemy decides to shoot at one of the horses and hits then they will all be off within a minute or so.
It makes being a dragoon much more practical and a useful class to play as in LBs.
