I have the same problem ; let's wait and see 
. The file is corrupted.
Here is what i see :
When i open the .rar

When i extract the file :

blizzard.ogg is a sound file, the error it gives is because the download is incomplete. i also have the same problem, and because of the huge number of replies i expect most of us have it but i am certain it will be available sooner rather than rather and the devs are working towards it right as we speak. also, i personally advise patience while refreshing the hell out of the nexus page.
Have I ever mentioned how unwieldy and un-user friendly the nexus is?

Onequestion though: Does 3.7 add any change that make life easier?
Like a report screen that lets me see info on various lords easier (personality type, relation to me, relation to king, etc..)
Or other way to increase rep.
Like maybe being able to send gifts to any lord from the town market (limited to once a week. Rep gain depends on item quality. Send a few barrel of equisite vine or velvet and they might be pleased. Try to send them garbage and they'll get angry instead.)
