Well body bags do generally tend to lower the morale, the question of why women are not allowed to serve in front line units came up so that's the answer.

Don't ask, don't tell, the real reason why this was repealed is much simpler, too many people were using it to free themselves of the military after getting all kinds of benefits.  You know... you're supposed to serve these many years and in exchange you get education or even US citizenship, once you get what you want you declare yourself gay and you're free!  That and it's pretty good for publicity.
