Doesen't let me form a Kingdom even if i have everything i need tò form it

I play on Xbox One, i have already done all the missione and i shared the dragon banner with the empire, i have a clan tier 5 almost 6 and more than 100 troops, i got 4 cities, and in Independent from anyone, but It still dont let me form a Kingdom. I Need tò form a Kingdom cuz i Need some clan tò be in It tò start a war against the vlandians, please if you got any suggestions tell me.

It might be a glitch that makes the game still think your sworn to the Empire.
