Resolved Does the imperial castle bonus work?

Can you explain in which circumstances the bonus in reducing garrison cost by 20% because of being imperal works? Is a castle should be emperial or viceroy, or owner or everything?
Because my calculations says that it is not working.

It should apply to all player garrisons but is also changed by a fiefs buildings, governors perks and kingdom policies.

So seems like it doesn't work. I play as imperian, leave troops in my castle -> no 20% discont on thier maintenance. Only 5% because of governor.
