You can't ask money for something you do for a commercial project without asking the developers for the rights. You would most likely get sued if you'd try this anywhere else.
He never mentioned money. He is saying that the reward (what one gains for something) is the completion of his homework - the practical application of Eng-Chinese translation, and the right to lecture about it. Sternly.

Also, it may not have many Chinese visitors precisely because of language. I don't even need fingers to count how many Chinese speaking forums I inhabit, to discuss games using the Chinese language (although I did once play
"X Operations", which was a fun freeware FPS made in some other language.)
Now I personally don't care if there is a Chinese version or not, but if there was - word of mouth would spread to Chinese speakers, just as it has to you and I. Thus the
change to Chinese would create the need, and not the other way around.
