Do villages automatically get assigned to vassals if they're given a castle?

I started my own kingdom, and got a few vassals. I was able to give them villages that are assigned to the castles and towns I owned when I rebelled against the Rhodoks. I captured a city and a castle and gave two of my vassals the Town and the Castle, and I wasn planning on giving the villages to my vassals who were low on my relationship. I get back to my castle and talk to the minister and tell them I wanted to award a fief to one of my vassals, but there were none unassigned villages and the villages were automatically assigned to the Lords I gave the Town and Castle to.

Is this suppose to happen, or am I not doing something right?

When you conquer a province and then choose to give it directly to someone they will also get the village, but if you choose "i wish to choose later" then everything will be unassigned.
