It would be great if choosing to execute gave two menu options: 1 for normal execution and 1 for the Blood-Eagle. Normal execution would incur great penalties as usual. Blood-Eagle could be double the penalties!

That's pretty much fairy tale nonsense. The entire concept of artificial consequences for "balance" destroys an immersive and accurate setting. It was trash in Bry, it would be trash here. Hell, I ripped the source code to pieces to remove that nonsense from Bry and to add the feature to VC.
Having another lord replace an executed one after a certain time period would be fine. Or perhaps a random chance of the lord being replaced every x amount of time. That way you can still weaken a faction considerably in the short term without destroying the game play long term. That would also make the most sense from an immersion standpoint - you can't simply find a capable lord under every rock ready to take the place of the last 3000 that were executed.
If more game developers thought like that (implementing features with reasonable workarounds instead of shutting down features that they can't handle), we would have more good games. It's really that simple.

Topic says it all. At launch, I observed NO vikings making any sort of raids or conquests on Britannia instead shuffling about in their home countries, despite being constantly at war with British factions. I decided to shelve the DLC until this very basic issue was fixed - is it?

The engine and code does not allow the game to handle the utterly plausible situation of a ruler removing a subject. Something has been occurring in one form or another since the first ape got uppity with the pack leader, with no end in sight.
