Do party skills stack?

No, party skills do not stack, the member with the highest proficiency in a particular skill is the one that is used. You an view this on the left side of the party screen window.
 
In short, every intelligence related skill is taken from the highest in the party with two exceptions.

Trainer is cumulative and inventory management is personal.

I didnt know that trainer skill is cumulative. I wonder why this is a "personel skill". Clearly, it effects the party and I think it should be a "party skill". Just a convention but still...

so... all those points in charisma and surgery... WASTED?

It is a personal skill because it is cumulative. If it was set as a party skill only the highest would be used, I assume. Makes sense. You wouldn't have to code for each seperate skill, you just set it to prty type and viola, only the highest gets used.
 
It's definitely cumulative. In Mag 7, I have 4 heroes besides myself in the party at all times and every day around 3k of experience is shared around the party. This helps newbie recruits a lot.
 
Yep, you'd think that 3 surgeons standing around would have all of em helping the wounded instead of two of em saying that the third guy had one more day of medical school and thus should do all the work.

Charisma points stack. Every charisma point that your heros gain adds one more soldier to party size no matter who has the most charisma.
 
First aid shouldn't stack. I'd have expected Surgery and Wound Management to stack, though. Diminishing returns for it, maybe? Or maybe make it so that a single surgeon can only save the lives of X soldiers per battle, or that the increased healing rate granted by Wound Management decreases if party size exceeds Y? Both X and Y dependant on skill level, maybe.
 
Surgery should stack. First aid shouldn't or heroes will be even more over powered (especially human players).
