Do conspiracies still appear even if I make a kingdom without following the main quest line?

can't really be bothered to prevent a conspiracy every 10 days...

go try that... but there is no button to create a kingdom unless i missed something. as far as I know the only way to create a kingdom by now is through the quest (which will get changed hopefully)

I left my own kingdom out of frustration of declaring war randomly every 2 seconds, i hope i can form another one at least...
