I think what he's trying to say is that he wants meaningful DLCs (like NW or VC) rather than Paradox-like basic gameplay features sold as DLCs. And a stable version for modding, whatever that means.

Ah, and "stable version for modding" means that you shouldn't be forced to update your game (which breaks mods).

But the thing I struggle the most is "Steam,without steam,buy without steam "

Okey I'll translate, he basically wants a stable version for the game so modders dont have to update everytime too and old mods can be played without problem, which is a difficult request, but I think the devs had come with a solution for that issue that I cant remember.
Then he asks for the game to be available outside of steam, which IS the case so good for you OP you can buy the game No Steam (but forget about the discount tho)
And then he asks for the DLCs to be complete games, like Viking Conquest, and not additions for Native.

There is also another NW Copy, trying to become a game. Won't name it because it would be advertisement, so it seems these NW like games are overflowing the game industry atm.
