Disciplinary + Merry Men

My goal is to reach leadership 125 for disciplinary and then 250 in roguery for Merry Men. So I can recruit bandits instead of slaying them and upgrade them. However..

Disregarding that the perks probably don't work yet. How will I level Roguery this high? Raiding caravans don't work, sneaking into towns and castle don't work (I have -9% chance of success), escaping captivity don't work or give incredibly small amount.

So the only thing I can do is to raid villages?

You can hire bandits even without it.

1. Get huge force
2. Talk to them
3. Hire them or autoresolve, prison them, then hire.
