What if you could decide (as a ruler) what sort of kingdom you want to run. Right now we have policies, and those are really cool, but my idea is to have certain rules that the AI follows. Rule example: "Kingdom does not allow vassals to attack caravans". Alternatively just make this a policy.
other cool "kingdom rules" would be:
- not to attack villages
- no village raids
- always let lords and ladies go after battle
- never let lords and ladies go after battle
- no caravan attacks (as mentioned)

Might seem like this has little consequences in the game, but when your party members loot caravans for example, you lose relation with the nobles who owned the caravan. So the choice you make is to trade some loot for some relation, basically.

I am 100% for this idea. Some of your vassals can even choose to ignore this, allowing you to take action against them, such as removing their fiefs, kicking them from clans/kingdom, or if your are enough of a tyrant, executing them. The more their traits align with the decree and the more they like you, the higher chance they will follow these orders.
 
I like that rule idea. Especially if the other ai factions could apply them as well based on data, something like:
  1. If the faction is at war and defending from an attacker, then apply certain rules or policies - e.g.: decrease food and resources production in the villages adjacent to the attacker’s territory (so that the attacker gains less by raiding those villages); while increasing the production in the inner villages
  2. If the faction is at war and attacking - raid villages with small armies and other hit and run tactics; Or go full on with a huge army to conquer a prosperous town
  3. If the faction is at peace - Decrease party sizes and fund projects in towns and ramp up trade and production; Lower taxes
  4. If you are planning to attack - Fund and Increase party sizes; higher taxes.
