Dialogues with NPC troopers

Ok, so I heard a tidbit about qualis gems in another section of the forum:

I heard that you can get qualis gem's by speaking with elite troops and offering them their freedom in exchange for a gem.

Anyone know if this is only available for only "UNIQUE" troopers, or any elites, such as an empire legionaire? If you can do this with any elites, how do you initiate a dialogue to make that happen? Whenever I try to talk to them, I just get the generic "You are my prisoner, don't try to run" speech.

They are pure prisoners, bound to be sold.

Your question is answered in another thread, most eloquently by Saxondragon,  but you already got the answer yourself. Qualis Gems are unique. So are certain spawns.
