"Now, the player will select one of the siege tactics available and will get a preloaded waiting list for siege engines that are useful to the selected tactic."

I think, this means not every engine for all terrain. So, in extreme terrain your siege tower will show a strong resemblance to a ladder.

Ok. It's not what I read from it though. "one of the siege tactics available" and "useful to the selected tactic" make me think it's more based on resources/materials, and maybe character abilities, retinue etc..
