Detailed Rundown of the Latest Path? e1.5.2

Yeah but the 2 latest patches are the only content patches we've got. Its not much but it should mean that they feel more content with the stability and focus more time on content. Not sure at all tho, just speculations
There was some progress on perks, quests and new textures in 1.4.2/1.4.3, I think - then war and peace changes 1.5.0/1.5.1 (there were also tweaks to the economy throughout that period that have improved it, other than tanneries). 1.5.2 seemed to be a bit of a 'pause' in progress with some recurring bugs and lacking any new content, but hopefully we can see a couple of perk trees fleshed out in each patch now, as well as new armours, quests, combat mechanics and further improvements to the campaign side.

I wonder when I will once again feel incentivized to play. Maybe it will be when the perk system is fully implemented.

Perks are just perks (an extra bonus to skills). The main benefits of levelling are the incremental effects which are implemented (a couple of the values may be wrong).

The perk which should let you place your troops before the battle starts would make a huge difference. But I have a bad feeling about it that it will just get changed to something else.

Also perks like +1 companion will improve the gameplay, at least for me. For most of us, the perks are important.

Of course, those two in particular are significant bonuses. But sometimes people talk about the absence of some perks/trees as a complete absence of character progression and skills levelling, which isn't the case.
