.dds converter and a good program for texturing beginners

I have the full Paint Shop Pro v 4. Is that enough to do texturing or do I need a more modern version?
 
Just a comment, the DDS editor seems to work fine with my installation of Photoshop CS 9.0, *shrug* maybe I'm lucky, or the previous poster was not. It seems to work great though, so hopefully, I'll be getting some images up soon.
 
Found an older version while digging the old files, a handy program accually intended as a Startrek Elite Forces 2 mod tool, extremely easy and quick to use, for non-photoshop users. It converts dds to tga, jpg, bmp, png and psd to each other

Reviving old threads = good.
Making new threads on older subjects = not so good.
 
Reviving old threads and/or bumping them is quite the right thing to do ... IF you are actually adding something to the discussion. A new idea, a twist on an old idea, etc ...

Does anybody know a good program, where the picture quality doesn't get lost when converting it?
