A guy on reddit came up with this site.
Lets you create multi-layered banners for use in Bannerlord till they figure out how to import custom files.

From the site:
How to use
Make your banner. Copy it using the button above. Press Ctrl+V in the Banner Editor

Note that pasting with Ctrl+V will crash your game if you paste something that isn't a valid banner code.

You can change your banner by pressing B on the campaign map, or by clicking the banner in the top left of the Clan screen.

Follow up designs done whilst I play around during skype meetings.
As before, titles in bold are hyperlinks to image of each design.
The editor does have some issues with certain elements losing either outlines or colours going strange so excuse those minor flaws, I did try to fix them but it reoccurred everytime.
